Samantha Abell is the City Manager of Gulf Breeze, FL. In her 20-plus years in local government, Samantha has served in executive leadership roles in Florida, Mississippi, and Arkansas. Samantha specializes in community growth management. Managing the largest capital investments in the City’s history since 2017, she is responsible for a reorganization and 5-Year Strategic Plan in order to implement the Gulf Breeze Mayor and City Council’s platform of Resiliency.
 
Mrs. Abell is credentialed by the International City/County Management Association (ICMA). She is one of two credentialed city managers in Northwest Florida and 124 in the State of Florida. She is also an active member of the Florida City and County Management Association.
